What the business is

The name says typing, but typing is not where the money is. A compose shop lives on government service applications: birth registration, NID correction, passports, khatian and porcha, mutation, land development tax and admission forms. People cannot fill the online forms themselves, so they come to the shop. Two different numbers run this business and confusing them is the commonest mistake: the government fee, and the shop's service charge. The government fees are fixed. Birth registration is free within 45 days, Tk 25 from 45 days to five years, Tk 50 after that; correcting a date of birth costs Tk 100, correcting a name or address Tk 50, and a duplicate certificate Tk 50. An NID information correction is Tk 230 the first time, Tk 345 the second and Tk 460 after that. A 48-page five-year e-passport is Tk 4,025 on regular delivery, Tk 6,325 express and Tk 8,625 super express. A khatian or porcha copy is Tk 120, made up of a Tk 100 government fee and a Tk 20 service fee, and a mouza map sheet is Tk 545. The shop's own income is that service fee. The Land Service Assistance Guidelines 2025 fixed these charges for the first time: a mutation application is Tk 200 at union and upazila level, Tk 250 in municipalities and Tk 300 in city corporations; a khatian or porcha application Tk 100, Tk 120 and Tk 150; a kabuliyat form Tk 80; a printed dakhila Tk 20; and Tk 3 a page for scans beyond twenty. Shops used to charge whatever they liked. Licensing and a fixed rate are now arriving together.

How the work runs

  1. 1Take a shop near the government offices: the land office, upazila parishad, election office, passport office or DC's office. Distance is what sells here.
  2. 2Take the trade licence from the city corporation or municipality and make sure the nature of the business is correctly named on it.
  3. 3To handle land service applications, get permission for a land service assistance centre from the DC. The permit fee is Tk 3,000 at union level, Tk 5,000 in an upazila sadar municipality and Tk 8,000 in a city corporation.
  4. 4Get a computer, laser printer, scanner, webcam, an IPS and at least 10 Mbps internet. Work stops in a power cut, so the IPS is not optional.
  5. 5Open mobile financial service accounts. Since 17 February 2026 khatian, mouza map and land development tax fees must be paid online only.
  6. 6Write out the government fee and your own service charge separately for every service and display them. Customers confuse the two, and that is where the arguments start.
  7. 7Learn the document checklist for each application by heart. A missing paper means rejection, a second visit, and the blame lands on the shop.
  8. 8Update your fee list the day a fee changes. In 2026 alone the khatian fee changed in February and the NID fees in July.
  9. 9Stock paper and toner before the admission and results season, when form-filling and printing multiply.
  10. 10Do not keep copies of customers' NIDs, birth certificates and land papers on the computer. Passing information to a third party without permission gets a land service centre's permit cancelled.

Risks and cautions

  • HighDependency: When the server is down, income stops. In 2023 applications could not be submitted at all in Dhaka North because the server was unavailable, while Dhaka South suspended birth and death registration for over two months in a dispute over whose treasury the fee goes to. The shop's entire income depends on government portals being up, and it has no control over them.
  • HighCompliance: This work is coming under licence. An additional secretary of the Ministry of Land said plainly: 'computer shops are charging whatever fee they like, and there is no accountability when they make mistakes in the applications.' Under the Land Service Assistance Guidelines 2025, working without permission or charging above the fixed rate stops, and the DC can cancel a permit if a citizen's information is given to a third party without consent. Five pilot centres opened in Dhaka with the other divisions following.
  • MediumDemand: Every service the government makes self-serve removes a line of income - paying land development tax from a phone, filing a birth registration yourself. At the same time the fees keep moving: in 2026 the khatian and mouza map fees changed on 17 February and the NID fees on 30 July. Charging an old rate shortchanges the customer and costs the shop its name.
  • MediumOther: The risk of being lumped in with the brokers. Shops outside passport, land and registration offices are repeatedly named in bribery and harassment reporting, and when a drive comes the legitimate shops are hit too. Working without fixed rates and receipts makes this worse.
  • LowWorking capital: Paying the government fee out of the shop's own pocket puts the risk on the shop. If the application is rejected or the customer never returns, recovering it is hard - especially on passports, where a single application takes Tk 4,025 to Tk 13,800.
